CORNWALL WASTE DEVELOPMENT FRAMEWORK.
RESPONSE OF ST DENNIS
PARISH COUNCIL.
The St Dennis Parish Council has considered the
Waste Development Framework documents and its response is in two
parts.
The first part is a summary of the Parish
Councils view on the documents generally and the second
part is a detailed response to the County Councils
Preferred Options Report and Sustainability Appraisal.
PART 1. SUMMARY.
- The Parish Council acknowledge that the
County Council faces a difficult problem in the
management of waste in the light of the diminishing
landfill capacity and Government policy.
- The Parish Council totally support the
representations made by Restormel Borough Council to the
County Council on this issue.
- The Parish Council do not support the case
for a single incinerator in Cornwall or the choice of the
area for a site in Central Cornwall.The Council take the
view that the provision of one incinerator for the County
does not comply with the proximity principle of waste
being dealt with as near as possible to its source,a
principle which has been evident in all the County
Council publications regarding waste disposal.
- The Parish Council consider that the
Parkandillick site named as a possible location for an
incinerator is wholly unacceptable for the reasons given
in the detailed comments attached to this summary and not
least for the sheer disregard of local people and their
environment.
- The Waste Development Framework documents
do not provide any details of the financial consideration
given to the various options open to the County Council.
- The Parish Council think that the mass
incinerator option proposed by the County Council is
premature and could harm the development of alternative
methods of waste disposal.
- The Parish Council support the idea of
waste minimisation through recycling and reuse and would
not wish to support any solution which could reduce this
initiative.
- The Parish Council support the idea of a
number of smaller facilities throughout the County.(Small
is Beautiful- Schumacher).Smaller EfW plants are in
operation in the UK and proving to be equally effective.(IoMan
65ktonnes).
- The Parish Council feels so strongly on
this issue that they will be pressing as hard as possible
for a Public Inquiry to be held.
