The June meeting started at 6.30 p.m. to enable Officers from Restormel to make a presentation to members of the public and Councillors on the Local Development Framework. Councillors received information on the targets for affordable housing in the Borough and how the Borough Council hoped to achieve this.
The Council then proceeded to hold its normal monthly meeting and Councillors received information from Mr. Greenslade, as the District Council representative, on the presentation to the Cabinet by the County Council on the previous evening on the P,F.I. proposals for a Waste to Energy Plant for Cornwall. Mr. Greenslade also advised that the Borough Council had sold land in Hall Road to the Ocean Housing Group to provide affordable housing.
Following the proposed sale of Enniscaven Chapel the Parish Council had agreed to maintain the War Memorial, and currently a Deed of Gift was being prepared bythe Methodist Circuit to transfer the ownership of the Memorial to the Parish Council. Work would also take place to ensure that the Memorial was well protected and maintained to a high standard.
There were still difficulties in finding volunteers to help with the preparation of a new Parish Plan and the Council agreed to hold a public meeting in the next few weeks in an effort to revitalise the project. The Council were also involved with the Sure Start project at the local school. Following the removal of the trees in the School garden to provide space of the Sure Start building, representatives from Sure Start, the local school and the Parish Council had met to agree a way to continue to preserve the memory of those pupils who had lost their lives in the First World War. It had been agreed that a memorial stone and plaque would be erected in the school grounds, and a number of replacement shrubs purchased. Additionally, a memorial stone would be placed on Fredas Triangle in order that local children could place a wreath here during the Remembrance Day Parade in November.
Following the Clerks resignation, dates later in June were set for short-listing and interviewing candidates for the position.
The meeting also approved reports from the Parish Council Planning Committee, Playing Field Committee and received information about the County Councils proposals to improve local footpaths and designate them either gold, silver or bronze standard. Councillors were pleased to learn that almost all the paths in the parish had been designated gold.
Mrs. Ellacott had kindly organised a website for the Parish Council and this was up and running. Information regarding all Councillors would be placed on the website, with their permission and a questionnaire was circulated to everybody present.
Councillors were very disappointed to learn that the County Council had reviewed its policy of weed treatment to minor roads in the towns and villages due to budget constraints and the Clerk was asked to write to the appropriate departments with a very strong objection to this decision.
